There were alot of Double-crested Cormorants perched on protuding rocks in Monterey Bay, California.  This guy had just finished fishing and was air drying his wings, a common behavior of cormorants.

This cormorant spent alot of time making sure all its feathers were just right (taken in Virginia Beach, August 2006).
